Jaycee Dugard: 1991 Missing Girl Found Alive

SACRAMENTO, Calif. (Aug. 27) — A woman who was snatched from a bus stop as an 11-year-old child in 1991 turned up at a California police station after 18 mysterious years, and a convicted sex offender and his wife were arrested in the kidnapping.
Jaycee Lee Dugard was reunited with her mother, who was overjoyed to learn the daughter she feared dead was actually alive and well.

It was not immediately clear how Dugard spent the 18 years since she was abducted as a blond, ponytailed child outside her South Lake Tahoe home.
Police said she recently walked into a Northern California police station with Phillip Garrido, 58, one of her alleged captors. He and his wife Nancy Garrido, 54, were arrested for investigation of kidnapping and conspiracy on Wednesday, police said.
Phillip Garrido is also being held for investigation of rape by force, lewd and lascivious acts with a minor and sexual penetration, said Jimmie Lee, a spokesman for the Contra Costa Sheriff’s Department.
Phillip Garrido has a conviction for rape by force or fear and was paroled from a Nevada state prison in 1999, according to the California Department of Corrections and Rehabilitation.

Dugard was in good health when she came into a San Francisco Bay area police station and revealed her name.
“We’re 99 percent sure it’s her,” said sheriff’s Lt. Les Lovell of the El Dorado Sheriff’s Department, who was a detective igned to help investigate the kidnapping in 1991. DNA tests were being conducted.
California corrections officials said they called in Phillip Garrido for questioning Wednesday after receiving a report that he was seen with two small children at the University of California, Berkeley.
Two children and two adult women accompanied him to the station.
“The diligent questioning and follow-up by the parolee’s agent of record led to Garrido revealing his kidnapping of the adult female,” the department said in a statement. “It was further revealed by Garrido that she was Jaycee Lee Dugard, and that the children were his.”
It was not immediately clear who was the mother of the children.
FBI spokesman Joe Schadler said the woman was reunited with her mother Thursday morning. He declined to provide details.
The suspects were being held in El Dorado County in lieu of $1 million bail each.
A house in the city of Antioch was cordoned off with police tape as it was searched by FBI agents and the El Dorado County Sheriff’s Department.
Neighbor Helen Boyer, 78, described the Garridos as nice and friendly and said they cared for Phillip Garrido’s elderly mother.
“If I needed something, they would be the first I would call on,” Boyer said.
Dugard’s stepfather, Carl Probyn, 60, said he was overwhelmed by the news that Dugard was alive. He said for years he had done everything he could to help find her, especially because he knew suspicion had fallen on him.
“It broke my marriage up. I’ve gone through , I mean I’m a suspect up until yesterday,” he told The ociated Press at his home in Orange, Calif. “I’m the last person to see her.”
Witnesses reported that a vehicle with two people drove up to Dugard and abducted her while her stepfather watched on June 10, 1991.
Probyn said he saw someone reach out and grab her before the car sped away.
“As soon as I saw the door fly open, the driver’s door, I jumped on my mountain bike and I tried to get to the top of the hill but I had no energy. I rode back down and yelled at my neighbor, 911!” he recalled.
Probyn said his wife, from whom he is separated, was devastated by the kidnapping. He said for 10 years after the crime, she would take a week off work at Christmas and on the anniversary of the abduction and spend the time crying at home.
The case attracted national attention and was featured on TV’s “America’s Most Wanted,” which broadcast a composite drawing of a suspect seen in the car.
Probyn eventually lost hope that he would ever see his stepdaughter alive. He said he was struggling to understand why Dugard didn’t come forward earlier.
“I have a million questions, but I’m just delighted,” he said.
Lovell said investigators have been working the case consistently since the abduction and new leads had surfaced over time.
“You bet it’s a surprise. This is not the normal resolution to a kidnapping,” he said.

John Barrett, owner of Badger John’s, told KCRA 3 that since news began to spread that more than 200 deputies could be laid-off due to budget cuts, the number of residents coming into his store has risen noticeably.”People are coming in and saying, ‘I want to buy a gun today,’” Barrett said. “We’re specifically seeing people say, ‘I want it because I’m not going to be able to get the protection that I need from the sheriff’s department.’”

Tech Billionaire Turned California Insurance Commissioner Steve Poizner Wants To Reform Sacramento

MICHAL LEV-RAM: California Governor Arnold Schwarzenegger has been all over the news recently as he tries to deal with the state’s staggering $24 billion budget deficit. But come 2010, term limits are going to force him to look for a new gig. Of course, other candidates are already lining up for his job, and we recently caught up with one of them–Insurance Commissioner Steve Poizner, a Republican candidate and a Silicon Valley veteran.

STEVE POIZNER: In 1995, I started my company SnapTrak, you know, with the goal of figuring out a way to embed Global Positioning Satellite receivers–GPS receivers–onto a cell phone chip. So when you dial 9-1-1 from the cell phone, the emergency operators will know where you’re calling from. And so we figured it out, and we became the industry standard. Qualcomm acquired us a few years ago. There’s now 700 million cell phones that are SnapTrak enabled with the emergency location feature. You know, we’ve saved hundreds, if not thousands of lives, and really proud of it.

LEV-RAM: You’re going up against another Silicon Valley veteran, Meg Whitman, the former CEO of eBay in this upcoming race. Give me a few examples of how this background that you are describing is different.

POIZNER: My competitor [has] extensive great experience in marketing and branding at Disney and Hasbro and eBay and other places. And you know, a lot of people who are interested in the idea that California needs to be rebranded or marketed in a better way, will find Meg a very appealing choice. In my case, if people will find my candidacy to be the right choice, if they are looking for the state not to be rebranded, but to be rebuilt. So people are looking for that kind of entrepreneurial engineering horsepower to actually rebuild the state of California then I’ll be their choice.

LEV-RAM: So you’re a Republican candidate for governor, what kind of changes would you make to deal with the current economic problems here?

POIZNER: Well first of all, there’s the public education system. It just has to get fixed. We cannot have a healthy growing economy when we have a public school system that’s deteriorating. We clearly need to get Sacramento politicians out of the classroom. They’re micromanaging how teachers and principals do their jobs at the classroom level. The second thing we need to do to fix our broken economy is to completely overhaul our tax and our regulatory code. Silicon Valley venture capital started all of my companies. Silicon Valley venture capital started Google, Intel, Hewlett Packard, Facebook, you name it. Silicon Valley venture capital has played a major role in the California economy. And when you want to build a manufacturing plant in California, or a power plant, you have to go to regulators and commissions and boards to get a permit. You know, to make sure you’re complying with all the rules and regulations. Well, in California, you just can’t get an answer. It takes years. So a venture capitalist in Silicon Valley looks at this and says okay, if we build the plant in California, it may take years to get an answer from a regulator about whether or not you can get a permit to build or not. If you go someplace else, you can get an answer quickly. That’s got to change.

LEV-RAM: What about the issue of visa restrictions? Is there anything that you would do to change that? Because that’s been a big problem for some pretty big Silicon Valley companies that have started to be more outspoken about it, actually.

POIZNER: I’m a proponent of securing our borders, and we need to get control of our borders. But with that said, I am a big, huge believer in the benefits of making the legal immigration pipeline as big as possible. Now, my company SnapTrak–we recruited people all over the world, and were able to tap into some of the very best talent, you know, in countries all over, and that has a big impact when Silicon Valley–or companies throughout California can recruit people. But they need to be able to get the right number of visas, and right now there’s this cap on H1B visas. That’s got to go up by a lot. If smart, talented, aggressive people want to come here to start companies or to work in companies, we should welcome them here.
